1. Make Sure That They're Comfortable

First of all, you should know that very small children might not be able to communicate certain issues about their shoes with you. For example, if your child's shoes are too tight or if they are uncomfortable, this could encourage him or her to not want to wear them, even if he or she isn't able to vocalize this reasoning. Checking regularly to make sure that your child's shoes fit properly -- after all, they do grow fast, so a "new" pair might not fit well soon after they are purchased -- and trying different types of shoes can help you resolve the comfort issue.
